Q: Do permits and inspections have to be done when tearing down and rebuilding an existing room?
Do I need to get permits or inspections if I am wanting to tear down an existing roomand rebuild it with an possisble extension on to that?

It's different in different areas, I've built in rural areas where there is no where to go for a permit. In the metro area I live now every suburb uses a different version of the code, depending on what has been approved. In addition every area has their own local codes enforced. For instance one suburb here requires residential sprinklers which no other city in the area has passed as yet
Most metro areas though, such as where I live now require a building permit whenever any structure is erected, enlarged, altered, repaired, moved, improved, removed or demolished.
Minor repair work can be done without permits in most cases. But you are bound to affect structural integrity with you tear down and build additions... permits are most usually required
Check with your local building department, ours welcomes questions beforehand, before it becomes an issue
